Custom Management Report shows incorrect amounts when filtered by dates

Custom Management Report shows incorrect amounts when filtered by dates.
When the custom management report has columns is filtered by a Journal field.  If the accounts in that column are liability accounts they will always include balance forward and when we add in a filter for journal field, Financial Edge will include the appropriate beginning balances in the report as well.

To determine if the projects have a beginning balance, run a Project Activity Report, filtered on all dates and include the journal code, this amount will be included in the custom management report

Steps to Duplicate

1. In Reports>Financial statements
2. Select Custom management reports 
3. Open saved parameter named "Test"
The specific time periods are defined in the columns tab of the report for date ranges of 6/1/16 to 12/31/16
Report is filtered on a specific account code
