Users are experiencing slowness opening FIMS initially for the first time in the day.

FIMS users are experiencing slowness and connectivity problems when opening FIMS initially for the first time in the morning. 
When clicking in the FIMS icon, nothing happens for 5-20 minutes.  It tends to vary from time to time.
This seems to have been caused by anti-virus/malware software scanning the NPO folder.  After making an exception for the NPO shared folder FIMS was able to launch normally without delay for the affected users.
