Yes, this list can be created by using an advanced list.
To create this list, you'll navigate to:
Lists > Manage Lists > Manage basic and advanced lists > list templates 1. Change the category dropdown to Admission 2. Click View/Copy next to "Candidate Communication" 3. Give the list a name 4. Click Filters 5. Under Global Filters, add the field Candidate Communication.Delivery Method is any of Mail Merge Letter 6. Click Save
