We sent an email specifically to recipients that are marked as soft bounce. Only 10% of the email audience soft bounced, but the amount of soft bounced records didn't change very much. Shouldn't a successful delivery change their status back to Good?

A lack of Soft bounce in itself doesn't change Email Status. Luminate requires that a Soft Bounced record open an email message before changing their status back to Good.
