This can be done through Advanced Lists using the Academic Signup Enrollment object under Signup. 
 

  1. Go to Academics > Analysis > Manage Lists
  2. Click the Manage Basic and Advanced Lists block
  3. Click the Add button and click Create Advanced List
  4. On the Select Objects tab, expand the Constituent Information category and click User Base
  5. Click to add User Register
  6. Expand the Signup category and click Academic Signup Enrollment
  7. Click to add Academic Signup Group
  8. Click to add Academic Sign up Term
  9. Expand the Academic Group category and click Course Base

After the objects are added, the right side should look like the below image

Now, go to the Display Fields tab and click on Select Fields....
 
  1. Expand User Base and check First Name and Last Name
  2. Expand Academic Signup Enrollment and check Comment
  3. Expand Academic Signup Group
  4. Expand Academic Signup Term and check Term Description
  5. Expand Course Base and check Course Title
  6. Click the Select button in the top right of the window 

After the desired display fields are selected, the section should look like the below image

Now, go to the Filters tab
  1. Click the Field Drop down for the blank global filter and choose the filter of User Register.School Year
  2. Set the condition to Any of 20XX-20XX for the desired year enrollment
  3. Click the + button to add a new global filter
  4. Click the Field Drop down and choose the filter of Academic Signup Term.School Year
  5. Set the Condition to the same year you used for the above filter
  6. Click the + button to add a new global filter
  7. Click the Field Drop down and choose the filter of Academic Signup Term.Term Description
  8. Set the Condition to be "Is" and then the exact spelling of the desired term (ex: 1st Semester)
  9. Click the + button to add a new global filter
  10. Click the Field Drop down and choose the filter of Academic Signup Enrollment.Comment
  11. Set the Condition to be "Is not null" to only show those with comments on their request

After the desired filters are set, the screen should look like the below image
