Deceased Business Rules do not apply even when checked

When marking a Constituent as deceased the Business Rules set up in Configuration are not applied or they occur intermittently. These rules include but are not limited to: making the spouse a constituent, changing the marital status, and prompting to update the spouse addressee/salutations.

Steps to Duplicate

1. Log into Raiser's Edge as any user
2. Open a Constituent record with a non-constituent spouse
3. Mark Deceased checkbox?
4. Click Save & Close
5. Pop up message: Are you sure you want to mark this constituent as deceased? Click Yes
6. Confirm that no other Business Rules are applied
